Purpose and Philosophy

PART is intended to provide clear, principled guidance to our community—including students, faculty, staff, families, alumni, and governing bodies—regarding our approach to protests and demonstrations. This guidance reflects our shared priorities and institutional values.

We uphold and promote freedom of expression as this principle is central to the University experience and resonates deeply with our tradition of sifting and winnowing—the pursuit of truth through open debate and exploration of ideas.

Aligned with the Wisconsin Idea, which extends the University’s influence and benefits beyond the campus to the broader public, we encourage individuals and groups who plan to use UW–Madison as a site for expressive activity to connect with the UW–Madison Police Department and the Division of Student Affairs. These partnerships help ensure that events are both successful and safe for all involved.
